Operation StormBreaker was created to address critical operational challenges around IT infrastructure in the US Marine Corps Community Services (USMC-MCCS). Facing the same inefficient RMF and ATO processes that the Department of War has singled out for reform, MCCS experienced service delivery delays of 3 to 5 years and authorization costs that wasted millions. MCCS struggled with traditional checklist-driven compliance processes that significantly slowed down service delivery to military personnel and their families. To fundamentally reimagine how its IT capabilities are delivered, Operation StormBreaker introduced the Marine Corps’ first cloud-native access point with advanced zero-trust security principles. By reenvisioning the entire authorization process through an agile lens, the initiative has been able to deliver authorizations in 15 minutes for containerized workloads. It also introduced agile sprint-based contracting, enabling flexible development aligned with mission priorities rather than rigid acquisition processes.
A key component of Operation StormBreaker involves transitioning the Risk Management Framework (RMF) reporting process from Jira to the RegScale platform. This transition enables rapid, end-to-end RMF processing within a single platform, significantly reducing complexity and eliminating redundant steps.
The implementation strategy includes empowering MCCS personnel with comprehensive training on the RegScale platform’s capabilities and relevant modules, enhancing their autonomy and operational efficiency. By consolidating the entire RMF workflow into RegScale, Operation StormBreaker continues to enhance its streamlined, efficient process that supports the revolutionary agile ATO approach and enables technology delivery at mission speed.

Operation StormBreaker has also improved the MCCS security posture through its cloud-native architecture with advanced zero trust security principles, paving the way for continuous Authorization to Operate (cATO).
